The power plants of Pavlodar region have become an electricity supplier to the adjacent regions of Kazakhstan and Russia. Three power centers were formed in the region with centers in the cities of Pavlodar, Ekibastuz and Aksu, from which power supply lines in 110 kV provide electricity to rural areas.
Power lines with a voltage of 220–150 kV are on the balance sheet of KEGOC, for the operation of which the Northern Branch of Intersystem Electricity Networks was established with its center in Ekibastuz.

Limited Liability Partnership Ekibastuz SDPP-1 named after Bulat Nurzhanov is a thermal power plant with an installed capacity of 4,000 MW located on the north shore of Zhengeldy Lake, 16 km north of Ekibastuz. The station was built within the framework of the USSR project to create the Ekibastuz Fuel and Energy Complex and is the largest station in Kazakhstan operating on solid fuel. As the largest power station in Kazakhstan, Ekibastuz GRES-1 is also one of the largest coal-fired power plants in the world with a current available capacity of 3,000 MW.
According to the project, GRES-1 consists of 8 power units with a capacity of 500 MW each, the building itself has quite impressive dimensions: the length of the main building is 500 m, the width is 132 m, and the height is 64 m. Two chimneys 330 m each.
JSC "Station Ekibastuz SDPP-2"
The Ekibastuz SDPP-2 Station JSC is a Kazakhstan-Russian joint venture located in the Republic of Kazakhstan with an installed capacity of 1000 MW. The joint-stock company represents the interests of the two largest participants of the Russian and Kazakhstan energy markets: JSC INTER RAO UES (Russia) and Samruk-Energy JSC (Kazakhstan), which owns 50% of the shares.
Ekibastuz GRES-2 is a thermal power plant in the city of Ekibastuz. Building work at the Ekibastuz GRES-2 site began in 1979. The first power unit was commissioned in 1990, the 2nd one in 1993 with a capacity of 500 MW each. At this station, the world’s highest smoke tube is registered – 420 meters and is listed in the Guinness Book of Records.
PavlodarEnergo Joint-Stock Company is a vertically integrated company that includes all links of the power supply of Pavlodar region (generation, transportation and sale of energy resources). The company has been established and has been operating since 2000. November 15, 2000, Northern Heat Networks LLP was registered, which was transformed into Pavlodarenergo JSC on June 25, 2002.
The structure of JSC Pavlodarenergo includes:
- Pavlodar CHP-2;
- Pavlodar CHP-3;
- Ekibastuz CHP;
- Pavlodar Heating Networks LLP (heating networks of Pavlodar, Ekibastuz);
- JSC “Pavlodar Distribution Grid Company”;

The total installed electrical capacity of the power plants is 662 MW; in terms of thermal energy, the installed capacity is 2,240 Gcal / h. The main raw material used in production is Ekibastuz basin coal.
“PAVLODARENERGO” JSC provides power supply of the territory of Pavlodar region with a total area of 105.9 thousand km2. with a population of 747.1 thousand people.
The electricity generated in PAVLODARENERGO JSC is supplied to the markets of Akmola and Pavlodar regions of Kazakhstan. The length of the Company’s power lines is 15,934 km. The total length of heating networks is 760.9 km.
